Job Purpose and Summary

This position is responsible for the management and oversight of the Pennsylvania Turnpike Commission's (PTC’s) Information Technology (IT) Assets for hardware, software, and licenses. Work includes ensuring data accuracy in the Configuration Management Database (CMDB) for continuous and effective IT Asset Management. Work is performed with considerable independence and reviewed for the attainment of program goals, process accuracy, and overall performance.

Essential Functions & Responsibilities

Maintain accurate, comprehensive inventory and tracking of IT assets, including hardware devices such as computers, printers, servers, and related equipment as well as software licenses, applications, and other digital assets.

Optimize costs by monitoring asset utilization to prioritize efficient allocation of resources, identification of underutilized assets, and recommendation of reallocation or retirement of assets to reduce expenses.

Provide oversight by ensuring compliance with license agreements and software requirements through the development and maintenance of proper documentation, conducting audits, and mitigating non-compliant risks.

Oversee the entire IT asset management lifecycle from procurement and deployment to maintenance and retirement. This includes ongoing monitoring for asset performance, upgrades, or replacements, and driving efficiency through maturing practices.

Provide insight to support strategic decision-making by contributing to technology planning, budget forecasting, and recommendations based on performance, trends, and industry best practices.

Collaborate with the security team to identify potential vulnerabilities, ensure security measures, and adhere to regulatory requirements to minimize risk.

Liaison with vendor management by providing data and reporting functions to track service level agreements and ensuring timely delivery of assets to optimize procurement processes.

Partner with various cross-functional teams to identify and classify assets within the organization by monitoring assets, configuration, reporting, and integration of other processes with the relationship of Configuration Items (CI) to assets.

Coordinate the Administration of configuration management tools including working with our Subject Matter Expert (SME) to facilitate the discovery tools to extract and import desired information into the CMDB.

Develop and implement configuration management training as we mature, develop, maintain, and implement relevant knowledge articles related to assets and CIs to appropriate audiences.

Provide support to IT users responsible for IT Assets and CIs and serve as the PTC SME to our decentralized asset management team.

Ensure the needs of the organization are understood by collaborating with stakeholders for inclusion in the CMDB and Asset Management processes during design, updates, and changes.

Ensure the quality, accuracy, and consistency of the CMDB data to develop reports, dashboards, and metrics related to configuration management and associated ITSM activities through standardized processes.

Ensure integration of the CMDB with the organization's change management processes and collaborate with ITSM teams to accurately track and report CIs during changes, incidents, and problems.

Maintain an awareness of industry trends and emerging technologies to ensure that the PTC continuously matures the ITAM program that may benefit or adversely impact the organization.

Lead the asset management team, providing tactical leadership and oversight of asset management functions and related activities.

Uses situational awareness to anticipate and prevent accidents.

Performs related duties as assigned.

Qualifications

Ten (10) years of experience in the information technology field.
OR
Six (6) years of experience in the information technology field AND a bachelor’s degree in information technology or related field.
Equivalent combination of experience and/or education may be accepted.

Five (5) of the years of experience must be in a lead role in IT Asset Management

Position demands include frequent speaking, writing, reading reports and working at a computer. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Occasionally works outside of normal business hours for specified work assignments.

Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
