Job Purpose and Summary

This position is responsible for advanced technical configuration and analytical work as a member of a business system/process team such as Procurement (purchasing and materials management), Human Resources/Human Capital Management (HR/HCM), Finance and/or Varied (plant maintenance, work order management, etc.) for the Pennsylvania Turnpike Commission (PTC). Work involves the review, support and redesign of business systems, business processes and the configuration of enterprise systems to determine the most appropriate way to meet the needs of the business and the end users. Work is performed with significant independence and reviewed by a supervisor for attainment of program goals, completion of projects and/or work efforts, conformity to standards, operating procedures and best practices, overall performance, and quality/effectiveness of services provided. This position may function as a lead worker to lower-level information technology (IT) staff.

Essential Functions & Responsibilities

  • Leads lower-level IT staff including delegation of work assignments, review of work product and providing support/guidance in daily assignments.
  • Leads and/or participates on project teams for system work efforts to enterprise systems. Gathers information from user departments to determine how to best support the needs of end users.
  • Configures and maintains enterprise systems and software to support end users and PTC business processes. Identifies and corrects configuration issues to restore solutions and ensure proper operation.
  • Develops and maintains Business Process Procedures (BPPs) and other documentation.
  • Provides assistance to end users by troubleshooting, analyzing and resolving concerns regarding enterprise systems,
  • solutions and processes. Participates and/or assists in training of end users regarding their specific systems and processes.
  • Develops, maintains, executes and validates test scripts and the testing process. Coordinates with other business units to accomplish successful implementation of changes.
  • Conducts reviews and comparisons of current business processes with the best practices to determine where business process or system changes are necessary.
  • Monitors business systems and business processes to identify and recommend opportunities for process improvement.
  • Reviews changes to legislation, contracts, regulations, business operational procedures or systems that may impact the PTC. Determines what changes may be necessary to incorporate within enterprise systems.
  • Utilizes various software and/or technology tools to perform job duties.
  • Uses situational awareness to anticipate and prevent accidents.
  • Performs related duties as assigned.

Qualifications

Ten (10) years of enterprise system experience in configuring enterprise software, providing technical assistance, conducting system testing, and developing end user procedures.

OR

Six (6) years of enterprise system experience in configuring enterprise software, providing technical assistance, conducting system testing, and developing end user procedures AND a bachelor's degree in business management or information systems.

OR

Two (2) years as an Business Process Specialist with the PTC.

Equivalent combination of education and/or experience may be accepted.

Position demands include frequent speaking, writing and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Occasionally works outside of normal business hours for assigned work assignments.

Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
