The City of Newport is seeking a highly customer-focused individual to fill the position of Systems Administrator.

Systems Administrator I

Provide desktop computer administration and end-user support, including software and hardware installation, updates and troubleshooting. Also, peripheral support, voice system support, audio-visual support. Administer mobile devices, including cellphones and tablets. Provide technical support to users regarding all aspects of systems functionality.

Systems Administrator II

This role is responsible for setting up and maintaining a system or specific components of a system (e.g. for example installing, configuring, and updating hardware and software; establishing and managing user accounts; overseeing or conducting backup and recovery tasks; implementing operational and technical security controls; and adhering to organizational security policies and procedures).

Distinguishing Career Features:

The System Administrator positions are part of a two-tiered career ladder encompassing increasingly higher levels of knowledge, skill, experience and responsibility The Systems Administrator I position is designed as an introductory position for candidates with limited experience or breadth of skill. Incumbents are expected to expand their skills to advance to Systems Administrator II position which requires greater breadth of skill and experience, with a higher level of experience and decision making. The Systems Administrator II requires more direct subject matter knowledge, skills, experience, training, and performance at an expert skill level.

Placement in the position and salary range will be based on the knowledge, skills, abilities, experience, training, and education of the person hired.

Qualifications:

Systems Administrator I:

Any equivalent combination of education and experience that provides the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills, and abilities would be: A High School diploma or equivalent AND 3-5 years Helpdesk or Service Desk Experience.

KNOWLEDGE: Knowledge of personal computers, and various related software programs, including spreadsheets and word processing programs. Proficiency with Microsoft Office tools (Word, Outlook, Excel, PowerPoint). Knowledge of network administration and information technology principles. Knowledge of Microsoft Windows Active Directory. Knowledge of cybersecurity principles. Knowledge of computer networking concepts and protocols, and network security methodologies. Knowledge of national and international laws, regulations, policies, and ethics as they relate to cybersecurity. Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). Knowledge of cyber threats and vulnerabilities. Knowledge of specific operational impacts of cybersecurity lapses. Knowledge of physical computer components and architectures, including the functions of various components and peripherals (e.g., CPUs, Network Interface Cards, data storage). Knowledge of the basic operation of computers. Knowledge of procedures used for documenting and querying reported incidents, problems, and events. Knowledge of the operations and processes for incident, problem, and event management. Knowledge of remote access processes, tools, and capabilities related to customer support. Knowledge of an organization's information classification program and procedures for information compromise. Knowledge of measures or indicators of system performance and availability. Knowledge of electronic devices (e.g., computer systems/components, access control devices, digital cameras, electronic organizers, hard drives, memory cards, modems, network components, printers, removable storage devices, scanners, telephones, copiers, credit card skimmers, facsimile machines, global positioning systems (GPSs). Knowledge of organizational security policies. Knowledge of successful capabilities to identify the solutions to test common and more complex system problems. Knowledge of industry best practices for service desk. Knowledge of IT system operation, maintenance, and security needed to keep equipment functioning properly. Knowledge of systems administration concepts.

SKILLS: Skill in the use of personal computers, and various related software programs, including spreadsheets and word processing programs. Skill in implementing network administration, the upkeep and use of personal computers, various related software programs, websites, and customer service. Skill in conducting research for troubleshooting Novell Client-level problems. Skill in identifying possible causes of degradation of system performance or availability and initiating actions needed to mitigate this degradation. Skill in configuring and validating network workstations and peripherals in accordance with approved standards and/or specifications. Skill in using the appropriate tools for repairing software, hardware, and peripheral equipment of a system. Strong time management, analytical, organization, and prioritization skills. Customer service orientation and skills. Strong oral and written communications skills with a variety of audiences. Strong reasoning, analysis, and problem-solving skills combined with excellent judgment and professionalism.

ABILITIES: Ability to establish and maintain an effective working relationship with city management, employees, Council members, other entities, and the general public. Ability to analyze information technology matters objectively, and effectively respond to requests for technical assistance. Communicate effectively, both orally and in writing, with individuals and groups. Ability to accurately define incidents, problems, and events in the trouble ticketing system. Ability to communicate complex material in a simple, understandable manner. Ability to honor the confidentiality required of this position. Physical ability to perform the essential job functions. Ability to lawfully operate a motorized vehicle for City business on a regular basis.

Must be able to work a flexible schedule to include occasional evenings and weekends.

Special Requirements/Licenses/Certifications:

  • Valid Driver’s license at time of hire
  • CompTIA (A+NET, Security+) at time of hire
  • Microsoft Desktop Support Certifications or equivalent at time of hire
  • A combination of education, training, and experience may substitute, if certifications are obtained within 3 months of hire
  • Must be able to successfully pass a Criminal Justice Information System (CJIS) background check
  • Cisco Certified Network Administration (CCNA)
  • Microsoft Certified Professional (MCP)
  • Basic knowledge of Microsoft Exchange Server and Microsoft SQL Server

Systems Administrator Il

Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills, and abilities would be: A High School diploma or equivalent, AND 3-5 years' experience with increasing responsibility working in Systems Administrator & Network Administrator roles.

KNOWLEDGE: Strong knowledge of personal computers, and various related software programs, including spreadsheets and word processing programs. Proficiency with Microsoft Office tools (Word, Outlook, Excel, PowerPoint). Knowledge of network administration and information technology principles. Knowledge of Microsoft Windows Active Directory, strong working knowledge of Microsoft Exchange Server, and Microsoft SQL Server. Knowledge of organizational information technology (IT) user security policies (e.g., account creation, password rules, access control). Knowledge of measures or indicators of system performance and availability. Knowledge of performance tuning tools and techniques. Skill in monitoring and optimizing system/server performance. Skill in operating system administration. (e.g., account maintenance, data backups, maintain system performance, install and configure new hardware/software). Knowledge of systems administration concepts. Knowledge of virtualization technologies and virtual machine development and maintenance. Specifically, Microsoft Hyper-V. Knowledge of system administration, network, and operating system hardening techniques. Knowledge of principles and methods for integrating system components.

SKILLS: High level of skill in the use of personal computers, various related software programs, including spreadsheets and word processing programs. Skill in implementing network administration, the upkeep and use of personal computers, websites, and customer service. Skill in correcting physical and technical problems that impact system/server performance. Skill in recovering failed systems/servers. (e.g., recovery software, failover clusters, replication, etc.). Strong time management, analytical, organization, and prioritization skills. Customer service orientation and skills. Strong oral and written communications skills with a variety of audiences. Strong reasoning, analysis, and problem-solving skills, combined with excellent judgment and professionalism.

  • Must be able to successfully pass a Criminal Justice Information System (CJIS) background check

Desirable Qualifications:

  • Bachelor’s Degree in Computer Science, Information Technology or a related field
  • Cisco Certified Design Associate (CCDA)
  • Cisco Certified Network Administration (CCNA)
  • Microsoft Certified Professional (MCP); or
  • Microsoft Certified Systems Engineer (MCSE)

Physical Demands:

The employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility, including the ability to frequently lift or move materials up to 10 pounds, and regularly lift or move materials up to 60 pounds. The position requires the ability to operate a motorized vehicle. Manual dexterity and coordination are required about 75% of the work period while operating such equipment as computers, keyboards, telephones, standard office equipment, maintenance equipment, and motorized vehicles. Extensive use of a keyboard. Visual acuity to read computer screens and printed documents. Physical exertion may be required to move heavy objects, crawl through tight spaces, and kneel in confined areas. Physical effort may be required to perform heavy manual tabor in confined and cramped spaces and uncomfortable conditions, climb ladders, bend, reach, and stand for long periods of time.

Working Conditions/Work Environment:

Work location is primarily indoors where most work occurs under usual office working conditions. Outdoor work may involve exposure to dust, mud, uneven terrain, and varying and extreme weather conditions. The employee may be exposed to risk of physical harm from such hazards as lifting server equipment and monitors.
