Position Summary:

The University Information and Technology (UIT) Office is seeking an Executive Director Business Architecture. This is a full-time (1.00 FTE), 12-month, professional faculty position.

University Information & Technology (UIT) is OSU's central IT organization and the university office responsible for the health, coordination, and guidance of IT services, data, and tools across the university. UIT helps the university community— faculty, researchers, staff, students, partners, and community members—use technology and data to teach, learn, research, and work, and be leaders in their fields, accomplishing the strategic goals of the university for its instructional, service, and research missions. UIT is dedicated to creating cohesive digital experiences and enabling university wide innovation by:

  • Elevating the OSU community experience by providing proactive, laser focused customer service
  • Providing appropriate IT security and privacy in an open university society, while enabling innovation
  • Supporting data-informed decision making
  • Delivering intuitive research computing solutions
  • Building a world-class, transformational network and reliable administrative and academic systems



Business Architecture is one of the six IT architectural domains within UIT reporting directly to the CIO. The domain serves as the bridge between OSU's business models and the IT enterprise, ensuring OSU IT is creating a vibrant, digitally empowered community. It is responsible for ensuring that “OSU IT” (the combination of the university's central and distributed IT organizations) can execute its strategies, create capabilities based on organizational needs, and ensure IT alignment with OSU strategic directions. To enable OSU to meet its strategic and operational goals, Business Architecture translates stakeholders' needs into the defined IT goals, governance, service delivery, support services, relationship management, organizational change management, and key business processes.

Overview of Executive Director's role The Executive Director of Business Architecture (ED-BA) is the senior UIT executive with responsibility from the Vice Provost and Chief Information Officer (CIO) for achieving the objectives of the business architecture domain by making business architecture the glue that binds together OSU's IT enterprise strategy, design, modeling, and solutions ecosystem. The ED-BA is a member of the CIO's executive team and the passionate, innovative, and forward-thinking leader of a diverse team that encompasses Service Planning & Delivery units, including Organizational Change Management, Service Desk, IT Consulting, IT Training, Stakeholder Engagement, Digital Experience, and IT Governance. The ED-BA directs this team of individuals as they support critical initiatives to tackle the most pressing challenges at the intersection of business, people, process, technology, and higher-ed functions. They work successfully with senior leaders, partners, and university community members from across academic, research, administrative, extension, and business units and other foundational university services. They are an agent of change and modernization, demonstrating the ability to engage with diverse stakeholders, create long-standing relationships, innovate, and be an effective leader.

The ED-BA seeks a university-wide understanding of IT and data, and proactively tackles projects, challenges, and opportunities with our stakeholders' needs in mind. They anticipate problems, leverage customer input and data, and work proactively to preempt challenges and concerns, delivering increasingly relevant customer experiences over time. The ED-BA has a flexible and agile mindset and leads initiatives and projects through a formal project or tiger-team approach. The ED-BA thinks strategically, plans effectively, has business and financial acumen, is hands on, detail and results oriented, and successfully manages multiple tasks against aggressive deadlines. The ED-BA leads with curiosity, humility, and courage. They make effective use of financial resources and build a pipeline of a diverse, and continually learning staff.

Expectations for the ED-BA :The ED-BA is the UIT leader who helps achieve these goals and promotes the success of OSU, by meeting these expectations for UIT:

Position Duties

75% Leadership & Strategy

  • Leads and sets strategy for the Business Architecture team using best practices and structured business architecture frameworks, methodologies and fully aligning with OSU and IT strategies.
  • Creates and maintains the business capability map within OSU. That includes making sure the needs and IT capabilities are aligned with OSU strategies, identifying interdependencies across business capabilities and processes, and identifying gaps in capabilities to support customer and stakeholder journeys. Leads and conducts business capability discovery and analysis.
  • Manages the Business Architecture financial and human resources allocated by CIO. Considers both the long-term well-being of the unit and the short-term imperatives facing it in decisions made, the actions taken, and the advice offered to others.
  • Creates and maintains a Stakeholder Engagement model. Actively engages with OSU community members to seek an understanding of all areas of the university and communicates with them on IT activities at OSU. Establishes partnerships with key technical, academic, research and administrative groups. Ensures stakeholder knowledge is shared on an ongoing basis to ensure UIT is meeting its goals.
  • Keeps open and two-way communication with university stakeholders. Makes clear and convincing oral presentations to individuals and groups; listens effectively and clarifies information as needed; facilitates an open exchange of ideas and fosters an atmosphere of open communication. Able to communicate effectively through a broad range of media.
  • Makes sure IT Adaptive Governance is successfully built and maintained. Facilitates tradeoffs to enable overall outcomes, support investment prioritization and roadmap development for capability owners. Ensures success criteria for the end-to-end IT Governance activities are aligned with OSU and IT Strategic Plans. Partners with stakeholders and UIT Executive Team members on IT investment ideation, roadmaps, feasibility, and prioritization.
  • Leads the Organizational Change Management (OCM) practice within OSU IT using best practice frameworks like Prosci. In alignment with Prosci, applies OCM as “a structured process and set of tools for preparing, equipping and supporting people to adopt and use change to achieve a desired outcome". Maximizes “the people-dependent portion of a project or an initiative’s return on investment (ROI), the portion of total ROI that results from employees adopting and using the solution.”
  • Actively participates in contributing to setting the business and technical direction of OSU as a senior leader within the CIO Executive Team, including proactively providing relevant information and advocating for stakeholders.
  • Actively contributes to a work environment that embraces diversity, equity, inclusion, and access using diverse perspectives to enhance the attainment of organizational goals.
  • Maintains the highest standard of personal conduct in performing all duties. Instills mutual trust and confidence; creates a culture that fosters high standards of ethics; behaves in a fair and ethical manner toward others and demonstrates a sense of institutional responsibility and commitment to public service.


20% Coach & Supervision

  • Provides direct supervision over the employees within Service Planning & Delivery, including Organizational Change Management, Service Desk, IT Consulting, IT Training, Stakeholder Engagement, Digital Experience, and IT Governance. Uses intelligence, common sense, hard work, and tenacity to solve difficult or complicated team challenges. Involves the appropriate players in understanding and resolving problems. Develops creative solutions to problems which blend experience with new ideas.
  • Creates and sustains a safe environment including stewardship of information and traditional elements of personal safety, as well as the ability to express ideas in a professional and appropriate manner in an environment of inclusivity.
  • Fulfills the requirements outlined in the OSU Managerial Core Competencies Framework; The Managerial Competency Framework delineates the competencies OSU expects of its supervisors and managers.
  • Works to improve and reinforce the performance of others. Facilitates their skill development by providing clear, behaviorally specific performance feedback and making or eliciting specific suggestions for improvement in a manner that builds confidence and maintains self-esteem.

Minimum Qualifications

  • 10 years of experience, with increased scope and responsibility, relevant to establishing business architecture analysis and planning, including direct experience owning or supporting business capabilities and in transformational initiatives using technology and/or data. A degree in business administration, business management, or related field can be substituted for approximately three years of experience.
  • 5 or more years of progressive leadership experience in education leading cross-functional teams and enterprise-wide programs, operating, and influencing effectively across the organization and within complex contexts.
  • Experience engaging with diverse stakeholders to create long-standing relationships, innovate, and be an effective leader as an agent of change and modernization. Including demonstrated experience promoting diversity, equity, inclusion and access through the planning, implementation, or operation of information technology systems or services, and of actively contributing to an inclusive learning and working environments.
  • Experience with organizational change management that supports innovation and improves the organization’s effectiveness, including experience supporting, initiating, sponsoring, implementing, and helping others successfully manage organizational change.
  • Experience with participation in IT governance and planning of IT governance committee activities as a core component of a stakeholder engagement strategy.
  • Proven ability to establish and direct the focus of an IT unit and develop and communicate goals in support of institutional and IT’s missions and strategies. That includes having exceptional written and oral communication skills, with experience presenting to and influencing executive level stakeholders; ability to listen and drive constructive conversations while also quickly building credibility.
  • Demonstrated experience with coaching and mentoring of teams. Includes proven ability to build and foster teamwork within a unit and across an organization as both a team member and leader, work cooperatively with others, successfully organize teams to work cooperatively together, and enlist the active participation of diverse groups of people with different perspectives.
  • Experience with collaborative leadership that promotes and generates cooperation among leadership peers to achieve collective outcomes and foster the development of a common vision.
  • Solid analytical skills, utilizing data and applying critical thinking to form recommendations and analyze problems.

  • Experience in a research university’s enterprise IT environment.
  • Experience outside higher education in business strategy and process execution.
  • Organizational change management certification, such as Prosci certification
  • Enterprise architecture certification, such as The Open Group Architecture Framework (TOGAF) certification
  • IT Service Management platform certification, such as Information Technology Infrastructure Library (ITIL) v4 certification
  • Process improvement methodology certification, such as Lean Six Sigma certification
  • Bachelors degree in business administration, business management or related field

Working Conditions / Work Schedule

This position may provide essential services during emergencies and inclement weather. This position may be required to fulfill essential services and functions during these times. Hybrid schedule for in-person and remote work negotiable.

Oregon State University lacks an enterprise-wide organizational change management (OCM) framework for OSU IT to leverage as we move forward with the next big step in our digital transformation, the Administrative Modernization Program (AMP) and other service initiatives. Please describe what method, tactics and tools you would bring to this position to assist in the development of an OCM model that will enable and support the achievement of OSU IT’s operational and strategic goals. Please include how you would measure success towards goals.

3. Business Architecture is responsible for delivering coherent and inspiring narratives that tie IT strategic initiatives to the larger missions of the university: teaching, learning, research, engagement and outreach. Please describe your experience as a change ambassador in diverse and complex educational environments, and your approach when constructing natural language narratives to provide digital transformation information in a successful way.
