The Position

The City of Beaverton is seeking a customer-focused Information Technology and Services (ITS) Director to lead all enterprise information services and solutions supporting the City’s daily operations and overall vision. The ITS Director leads a talented and dedicated team responsible for Infrastructure Operations, Enterprise Applications, Geographic Information Systems (GIS), and Web Services. Aligning with citywide goals and initiatives, the ITS Director is a strategic partner with the long-term vision necessary to provide smart IT solutions and support effective service delivery.

Reporting to an Assistant City Manager, the ITS Director creates a governance framework that provides structure and supports organizational objectives. The Director is a contributing member of the Executive Management team and provides strategic and technical counsel across the organization. The Director oversees the development of annual work plans and collaborates with the management team to assign work activities, projects, and programs. Specifically, the position requires the Director to administer, direct, and manage department activities, including analysis, training, software development and maintenance, equipment acquisition and maintenance, network development and operations, telecommunications including telephone services, telecommunications franchise management, e-government operations, GIS, and web services.

The successful candidate actively listens and brings forward creative technical solutions while promoting a customer-oriented approach to internal service delivery. Ideally, the ITS Director understands the various functions, operations, and practices of all City departments and quickly establishes trust and rapport to achieve desired results.

With a lens on continual improvement, the Director establishes achievable performance standards, evaluates performance and program effectiveness, and implements necessary changes. The ITS Director also oversees the development and implementation of policies, procedures, and security standards to ensure the integrity and security of City networks and databases and determines security investments that mitigate cyber-attacks and risks, strengthen defenses, and reduce vulnerabilities.

The ITS Director is a strategic and systems-oriented leader excited by the opportunity to modernize City systems and drive process improvement through technologies. The successful candidate brings forward strong executive leadership skills necessary for managing in a changing and evolving environment. Through a citywide lens and a holistic perspective, the Director easily identifies trends and problems hindering progress and develops and implements technology solutions to drive change and transformation.

Qualifications

Seven or more years of progressively responsible experience in information services and technology in a multi-faceted organization, including at least five years in a senior leadership role is required. Prior experience driving change and transformation with a focus on modernizing technology is ideal. Demonstrated expertise in strategic planning specific to information technology and services is essential as is advanced knowledge of modern IT practices, operations, and security procedures. A broad understanding of municipal administration, functions, and services is beneficial.

A bachelor’s degree in Management Information Services, Computer Science, or a related field is required. The City will consider a combination of education, work, and life experiences that enable the ITS Director to successfully perform the essential functions of the position. Criminal Justice Information Services (CJIS) fingerprints must be completed and cleared prior to the selected candidate’s start date.

Compensation and Benefits
