The Position

The City of Tigard is seeking a forward-thinking, strategic, and customer-focused Information Technology (IT) Director to lead innovative information technology systems, services, and strategies in support of the City’s operations. The Director provides strategic and operational leadership to the Department of Information Technology and ensures high-quality services. Reporting to the Assistant City Manager of Engagement and Innovation, the IT Director is an active and engaged member of the City’s Leadership Team and collaborates with colleagues to facilitate organizational change management. The Information Technology Director is a strategic thinker who will quickly understand the values of Tigard and easily sees the big picture and long-term vision for the City. A forward-thinking leader, the successful candidate brings their own set of diverse experiences that add value and perspective while promoting solutions that address the gaps between the City’s current and future IT needs.

The Director leads a talented and dedicated team responsible for the City’s Enterprise Services, Application Support, and Network and Telecommunication Services. The Director leads the overall delivery and strategic direction of information technology and builds relationships to provide technology services to all departments, other public agencies, and members of the community. The IT Director develops and encourages a culture of innovation and continuous improvement that ultimately supports and enables the organization to embrace new ideas and operational enhancements.

The Director manages the development and administration of the Information Technology budget in support of the City’s strategic and tactical goals. The position evaluates current technology infrastructure and identifies opportunities to work with other jurisdictions and explores private sector partnerships to increase the efficiency and effectiveness of systems. The IT Director coordinates vendor relations and purchasing for the Department and reviews contracts, grants, and other items to assist the City in evaluating, assessing, acquiring, and implementing appropriate technologies.

The ideal candidate is an active listener who proactively works to understand the needs of the City, brings forward new ideas, and collaboratives to identify solutions. A strategic thinker, the successful candidate routinely develops solutions in environments with competing interests and supports sound decisions while maintaining the flexibility to meet the evolving needs of the organization. The IT Director monitors technology trends and combines best practices from both the public and private sector in the best interests of the City.

The IT Director brings proven expertise in project management, process innovation, and methods and techniques in planning, developing, and implementing a broad range of information systems programs. The successful candidate has demonstrated success with budget preparation and administration and strategic and operational planning. With a public service mindset, the IT Director has a strong dedication to customer service. A genuine and authentic leader, the successful candidate is approachable and actively nurtures an open and welcoming environment that continues to advance the City’s diversity, equity, and inclusion initiatives. A natural convener and collaborator, the Director recognizes the importance of relationships at all levels and actively partners with internal colleagues in support of a positive organizational culture.

Qualifications

At least seven (7) years of progressively responsible experience in the management and support of technology and information systems is required. Strong IT leadership and management skills essential, including IT strategic planning and budgeting, establishing effective IT governance structures for decision-making, IT project management, ability to effectively communicate technical issues to non-technical colleagues, and ability to manage and coach technical staff. Demonstrated competence in existing and emerging relevant technologies preferred. An interest in public service coupled with a broad and diverse background that includes the public sector is preferred. A bachelor’s degree in computer science, information technology, management of information systems, business administration, or a closely related field or an equivalent combination of education and experience that enables success in the position.

Compensation and Benefits

The Information Technology Director contract is at the discretion of the City Manager, with an expected salary range of $117,085 to $153,090 and will depend on the qualifications of the successful candidate.
