JOB SUMMARY: The Technology Lead, Data Delivery & Strategy will be responsible for driving initiatives, providing technical leadership and oversight of Data application deliverables across UPR. This role requires strong experience with managing the delivery of technical solutions with the ability to establish expectations around timelines, level-set on risks, and resolve blockers. The Technology Lead will oversee and guide design & development standards, quality, architecture methodology, best practices, scalability of the solution, the day-to-day deliverables of the team and communicate status with other teams and senior leaders. This role partners with various technology groups and ensures the Data Architecture, Delivery and PMO methodologies are appropriately followed.

The Technology Lead will be responsible for building automated data processes from different data sources, process data for various consumption, and deliver data to target state, platform, or department as appropriate. Design data ingestion techniques and build efficient and scalable data applications through use of APIs, Python, Spark, and Data Management best practices; build futuristic and scalable AWS cloud-based data analytics platform to support digital and social transformation. The Technology Lead will also work with senior leaders across UPR Digital Technology to ensure a seamless transition of the 3rd Party solutions from delivery through sustainment.

MAJOR RESPONSIBILITIES:

  • Collaborate on building secure ETLs, application, data integrations, data workflows, data pipelines, API’s and automate data preparation jobs for analysis, consumptions, BI & reporting, delivering data to other application and platforms. Optimize data flow and processing performance, secure sharing, automated monitoring and alerts. Utilize data prep guidelines in accordance with standards, mature data engineering best practices and serve as a subject matter expert in data engineering.
  • Provide leadership to a team of architects both employee, and contractor in the delivery of projects small, medium, or large in conjunction with the Project Management Office.
  • Engage with internal/external partners to gather requirements and collaborate with technology engineers, architects, and data scientists to help leader in designing a robust data enablement solution.
  • Communicate time and cost estimates on level of work to support projects, and meet schedules and timelines as agreed to. Ensure time tracking for projects is tracked correctly and aligns with estimates and budgets. Ensure that the program delivery is timely, successful, and meets or exceeds the client group’s expectations.
  • Develop and maintain a positive relationship with client groups, project management, and other IT team members, by employing effective communication skills and building strong working relationships.
  • Assist with vendor selection and management including oversight of drafting SOW’s, RFP’s, vendor evaluation, budgeting, monitoring progress through to implementation.
  • Responsible for supporting all stages of the project life cycle from initiation, scoping, project staffing and project implementation.
  • Understand and actively participate in Environmental, Health & Safety responsibilities by following established UO policy, procedures, training and team member involvement activities.
  • Perform other duties as assigned.

SCOPE:

  • Strong knowledge of data platforms and integration across systems and platforms including MarTech, DataMart, DW, BI, Reporting and business platforms.
  • Strong knowledge and application of data capability development and project management processes in relation to the initiation, analysis, design, management, and implementation of complex projects involving multi-discipline initiatives across the enterprise.
  • Well-developed critical thinking and communication skills (written and oral).
  • Strong familiarity with ETL automation, embedded SQL, RDMS, APIs.
  • Knowledge of unstructured data and NoSQL is desired. Experiences in Airflow, Snowflake development are must.
  • Ability to create ETL tools, optimize queries and advanced SQL scripting in PostgreSQL, SQL Server and Snowflake.
  • Knowledge of AWS Infrastructure, services and tools: Amazon S3, Amazon EC2, Amazon Redshift and cognitive services. Experience of data ingestions in raw bucket, developing a process of moving into curated bucket and developing conform and consumption layers.
  • Familiarity and knowledge of Big Data platforms and architecture: Hadoop, Spark, BigQuery, Datalake. Clear understanding of RDBMS and NoSQL.
  • Ability to develop automated digital data (structured and unstructured) and conduct feature engineering and business rules for analysis and modeling, meeting standardization requirements and focused on efficiency, scalability, and reproducibility.
  • Automation on data quality, AI algorithm development for data classification, identification, ID resolution and data stitching
  • Change management, release management, risk management, prioritization, and delivery of data solution.
  • Advanced interpersonal skills with demonstrated ability to make effective decisions while working through complex personality, program, and business interest related issues.

EDUCATION: Bachelor’s degree in Computer Science/Engineering/Data Science or in a relevant applied quantitative field is required.

EXPERIENCE:

  • 7+ years of experience in C#/Java or Python, PL/SQL, database design and hands-on experience in developing automated data pipelines using C#/Java/Python or Airflow or similar data ingestions tools and data integration with cross platforms using APIs.
  • Extensive experience in developing automated data pipeline, workflows, intelligence-based monitoring, alerts and reporting and ability to work with data architects, scientists, BI SMEs developing complex data enablement solutions in Cloud data platform.
  • Experience in developing data engineering standards, best practices and optimization techniques. Clear understanding of data security practices, retention & archival practices, encryption techniques, data in transit and data at rest security protocols.
  • Experience in integration and data delivery to BI platforms.
  • Experience in automating jobs, ability to leverage command line utilities and able to support API builds on premise and cloud environments
  • Experience defining, documenting, and developing best practices, processes and standards related to data engineering for advanced analytics purpose.

ADDITIONAL INFORMATION: Individual Contributor. This role will have indirect leadership / guidance over project delivery.
