Job Purpose and Summary

This position is responsible for managing professional and technical staff in the design, development, implementation, operation and maintenance of the communication systems infrastructure for the Pennsylvania Turnpike Commission (PTC). Work includes responsibility for phone services, radio systems, intelligent transportation system (ITS) devices and data networks running on fiber, microwave, hard-wired and cloud circuit infrastructure. Work is performed with considerable independence and reviewed for attainment of program goals and overall performance. Supervision is exercised over subordinate supervisors engaged in transportation technology and communication systems.

Essential Functions & Responsibilities

  • Manages, plans and organizes Transportation Technologies and Communications Systems operations and internal/external staff functions including supervisions, performance management, delegation of work assignments and review of work product.
  • Manages the PTC’s communication infrastructure. Reviews and approves communication infrastructure design options. Oversees the work performed, ensures funds are properly allocated and reports project status to management.
  • Reviews and approves the design of the next-generation communications infrastructure. Ensures enhancements are funded within the organizational Capital Plan.
  • Reviews and approves communications systems design and performance criteria. Ensures adherence to applicable federal, state, local and industry codes, regulations and standards relating to acceptable performance and safety. Ensures compliance with Federal Communications Commission (FCC) and Public Utility Commission (PUC) regulations, as well as PTC policies and procedures.
  • Reviews and approves short/long-range strategic plans and the operational/capital budgets for technology communications infrastructure.
  • Reviews and approves requests for proposals (RFPs) for communication related services and systems. Evaluates proposals and makes recommendations. Oversees and monitors contract performance. Ensures design specifications and statements of work (SOWs) are followed ensuring the efficient and cost-effective delivery of communication technology services.
  • Coordinates with various departments and external agencies to ensure appropriateness, acceptance, and success of technology improvements. Works closely with the Pennsylvania State Police (PSP) to ensure interoperability of communication systems (i.e., microwave, land mobile radio (LMR), etc.).
  • Oversees the administration of changes to ensure they are accurately reflected and communicated through the Change Review Board.
  • Maintains relationships with key vendors. Ensures they meet performance expectations and maintain good working relationships with internal staff.
  • Provides technical assistance, guidance, and support in a variety of areas when complex issues are escalated.
  • Uses situational awareness to anticipate and prevent accidents.
  • Performs related duties as assigned.

Qualifications

Education and Licenses

  • Bachelor’s degree in information technology, electrical engineering, or related field. Equivalent combination of education and/or experience may be accepted.
  • Possession of a valid driver’s license. Must obtain and maintain a PA driver’s license within six (6) months of employment.

Minimum Experience

  • Eight (8) years of experience in the data communications field. Equivalent combination of education and/or experience may be accepted.
  • Five (5) of the years of experience must be in a supervisory capacity.

Position demands include frequent speaking, writing and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position may require occasional travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.

Office environment with low levels of noise, adequate lighting and comfortable temperature. Occasionally exposed to equipment rooms which can be noisy, crowded, dirty and significantly cooler when compared to the office environment. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
