NETWORK SYSTEM OPERATIONS ADMINISTRATOR II

NEC is seeking a qualified individual to fill the position of Network System Operations Administrator II. NEC is situated within the White Mountains of Arizona, 180 miles NE of Phoenix. It is a place of beautiful scenery and mild climate, with a small community atmosphere where you know your neighbors. The area abounds in opportunities for hiking, hunting, fishing and other outdoors sports.

RESPONSIBILITIES: Under direction of the Business Applications System Administrator, the Network System Operations Administrator is responsible for the architecture, configuration, maintenance, support, reliability, and security of all backend systems and networking infrastructure. This is a hands-on role and includes servers, networks, routers, switches, storage, backup, security, ancillary systems, etc.

DUTIES INCLUDE:

  • Design and Architecture of company infrastructure systems; primarily Servers, Active Directory, Storage, Backup/Restore, Network, Phone, Building Control Systems, Security, Compliance, Disaster Recovery Solution, Printing, Email, etc.
  • Design and develop network strategy and map; implement the supporting monitoring applications, tools, utilities, etc.
  • Create configuration blueprints for complex solutions in the areas of routing, switching, wireless, security, etc. Utilize the proper networking protocols and IP scheme strategies over variety of network vendors’ equipment, carried over microwave radio network, fiber, and traditional Ethernet.
  • Backup role of SCADA System Engineer. (See SCADA System Engineer job description for requirements.)
  • Configure and install software, servers, routers, SAN, Backup/Restore, Disaster Recovery solutions, and other related backend components and network devices.
  • Program and configure full stack of network equipment for the corporate, SCADA, metering, and 2 way voice networks. This including routers, switches, firewall, load balancers, sensors, wireless access points, timing equipment, etc. Appropriately manage IP addressing, implement IPSEC tunnels, Layer 2 MPLS/VPLS network, Firewall appliances, configure OSPF rules, manage VLAN’s, DNS servers, etc.
  • Ensure that systems are proactively monitored and analyzed; that network performance is managed and remedial changes are made. Troubleshoot network performance issues and outages. Ensure that alerts and notifications to respective personnel is functional.
  • Create and implement technology standards for backend hardware and software. Create and manage change control policy. Create documentation for all managed systems including procedural documents and drawings. Ensure that protocols used in SCADA and Operations follow NEC and industry standards for technology choices, security, redundancy, access, configuration, etc.
  • Architect and write security standards for the respective systems and test to verify that said standards have been properly implemented, logged, and results are reported. Support and manage security vendors. Help architect, implement, and manage the company Cybersecurity plan.
  • Perform as a first responder and a key member of Cybersecurity Incident Response team.
  • Perform other duties as required.
  • Bachelor of Science degree in Computer Science or in a related IT discipline.
  • Eight years of progressive experience in IT with assignments in Networking and Server management. SCADA experience is desirable along with employment at an electric utility.
  • Position deals with a variety of complex and unique situations.
  • Must have the ability to successfully research and assimilate new information and make strategic recommendations based on that research and testing. Has to enjoy and be successful in solving problems without a clear path to an answer.
  • Strong written and oral communications skills. Ability to communicate complex information at both technical and non-technical levels.
  • A thorough knowledge and understanding of all applicable electric utility safety rules, regulations and practices.
  • Incumbent must possess a thorough knowledge of basic networking and communications theory including the OSI model. Also understands routing protocols, OSPF settings and validating static routes using network testers and packet/protocol analyzers. Mastery of DHCP/DNS strategies, Firewalls and the supporting logic and configuration; also queuing mechanisms like QOS/TOS for LAN networks. IP Scheme, VLAN’s, Subnets, Layer 2 & 3 networks, IP Tunneling, MPLS/VPLS etc.
  • Will often function as a lead or project manager and at times be responsible for training, instruction, setting the work pace, and evaluating performance. Must be comfortable in a leadership role from time to time.
  • Must have or be able to obtain and maintain a valid Arizona Driver's License within 30 days of employment.

QUALIFICATIONS:

Formal Education

  • Bachelor's degree

Previous Job Experience

  • Eight years of progressive experience in IT with assignments in Networking and Server management. SCADA experience is desirable along with employment at an electric utility.

HOURS OF OPERATION: 4/10s The cooperative is on a 4/10 schedule (Monday through Thursday).

SALARY: Commensurate with qualifications. This is an exempt position.
