*This position may report to one of the Pennsylvania Turnpike Commission's offices: Central Office (Middletown), Eastern Regional Office (King of Prussia) or Western Regional Office (New Stanton).

Job Purpose and Summary

This position is responsible for leading and administering the IT quality assurance program to support technology solutions for the Pennsylvania Turnpike Commission (PTC) including requirements management, compliance and audit support, test management, system standards, maintenance, and enforcement. The employee is expected to perform assignments with independence, receiving instruction and advice on matters that deviate from established policy. Work results are reviewed for conformity to operating procedures, overall performance, quality, and effectiveness of services provided. Functions as a team leader on cross-functional teams.

Essential Functions & Responsibilities

  • Functions as a lead worker to lower-level staff by providing training, guidance, and review of work product. Leads support teams regarding quality assurance projects/assignments.
  • Develops, leads, and administers the IT quality assurance program. Leads, coordinates, and implements technology solution testing and quality assurance measures and activities.
  • Monitors, updates, and improves the quality assurance program in support of PTC goals and objectives.
  • Leads the documentation of testing requirements with other IT teams and business users. Maintains a matrix of business requirements, business process procedures and associated test scripts to ensure requirements are met.
  • Produces reports demonstrating compliance with requirements and escalates non-compliant issues to appropriate authority for resolution.
  • Leads the testing of technology solutions and ensures test problems uncovered during a test stream are resolved or brought to the attention of a higher-level authority prior to placement of changes into the production environment.
  • Provides recommendations and support for the planning, implementation, monitoring, and quality assurance improvements.
  • Maintains knowledge of standard testing and quality assurance principles and utilizes this knowledge for continuous improvement.
  • Monitors, measures, and reports on the testing entrance and exit criteria for all technology initiatives and projects.
  • Drafts, implements, and ensures adherence to enterprise testing and quality assurance policies, standards, and procedures.
  • Configures and maintains the quality assurance testing tools utilized to support the testing of IT and business initiatives.
  • Audits and maintains logs of defects and resolutions.
  • Establishes and monitors compliance with entrance and exit criteria for testing.
  • Provides detailed reports and analyzes data.
  • Monitors and updates all incident, request, and change records to ensure all test scripts and traceability matrixes are kept current with system functionality.
  • Maintains the appropriate template documentation, deliverables, and work products.
  • Provides status updates during test initiatives that include defect issue reporting and resolution.
  • Uses situational awareness to anticipate and prevent accidents.
  • Performs related duties as assigned.

Qualifications

  • Bachelor’s degree in IT business management or information systems. Equivalent combination of education and/or experience may be accepted.
  • Five (5) years of experience in an IT business operations area or other information technology function. Equivalent combination of education and/or experience may be accepted. OR One (1) year as a Quality Assurance Analyst with the PTC.

Physical Demands and Work Environment

Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Occasionally works outside of normal business hours for assigned work assignments.

Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
