The Department has four divisions, Energy, Climate & Compliance, Recycling & Resource Management, Strategic Services, and Watershed Restoration as well as the Director’s Office which includes the Deputy Director’s Office, Intergovernmental Affairs, and the Communications and Public Engagement offices. We are headquartered in Wheaton, MD and have satellite operational facilities at the Shady Grove Transfer Station, Dickerson Resource Recovery and Composting Facilities, and Laytonsville Oaks Landfill.

DEP is seeking to fill an Information Technology Supervisor position in the Strategic Services Division which is responsible for managing the Department’s revenue tax billing systems, performance metrics, program assessment activities that facilitates in process improvements, manage all information technology-related initiatives including IT infrastructure, information security, applications development, hardware, software, cellular, tablet, surveillance cameras, two-way radios, user support, and training for the 180+ employees as well as an additional 200 contractors at headquarters and the satellite operational facilities.

The successful candidate will oversee and manage Information Technology (IT) development, operations, infrastructure, performances, services and maintenance for the department. Primary responsibilities will include, but are not limited to, ensuring technological continuity of operations at all sites for all staff and contractors who utilize County equipment and systems; identifying technology scalable strategies for growth plans; enhancements; researching and implementing technological and strategic solutions; plan and facilitate a remote and hybrid work environment that maximizes efficacy; as well as creating the annual budget for projects.

Key responsibilities include, but are not limited to:

• Managing the Department’s IT infrastructure which includes assessing requests for technology; working with staff to design and implement systems; maintaining existing systems and applications; establishing written policies and procedures for IT acquisition and utilization; managing user desktop support, hardware and software maintenance and support, enhancements, server, network and radio infrastructure.

• Directing the implementation and execution of department-wide policies with IT implications which includes disaster recovery; business continuity and operational resilience; cybersecurity, system security and back up procedures.

• Coordinating, implementing and managing operational systems for the department which includes coordinating and facilitating sessions with stakeholders to define business and systems requirements; advising senior leadership on competitive and financial impact of evolving technologies and systems.

• Managing software and web systems for the department which includes the Department’s Office 365 environment; configuring, customizing and implementing other third-party software; providing training and orientation for staff.

• Developing the annual IT budget, and preparing new solicitations and contracts.

• Supervising IT specialists, technicians, and overseeing contractors as well as mentoring, coaching and evaluating staff performance to encourage strong communications for a high performing and productive organization.

The ideal candidate will have considerable knowledge and skills in the following:

• IT project planning, design, implementation, acceptance testing and operational support.

• Diagnosing and resolving complex IT systems problems.

• Developing workflow diagrams in support of system analysis activities and functions.

• Developing effective presentations and delivering complex information to a range of audiences.

• Leading/supervising the work of IT specialists, technicians and contractors.

• Organizing work, setting priorities, and determining and/or advocating for necessary resources and IT investment.

• Applying considerable and extensive knowledge of IT concepts, practices and methods to evaluate alternatives, solve technology problems, and make recommendations.

• Communicating effectively, both orally and in writing.

The successful candidate will have experience in the following:

• Managing technology in a fast-pace operational environment.

• Keeping pace with emerging trends and fast-evolving IT fields, domains and work areas.

• Making sound, well-informed, creative and objective decisions; perceiving the impact and implications of decisions, and committing to action, even in uncertain situations, to accomplish organizational goals.

• Working with staff, clients and customers with courtesy and tact to meet their needs.

This position requires the ability to attend meetings or perform work at multiple operational facilities and locations outside the office.

The work requires ordinary physical effort to sit, walk, stand, bend, and reach or to carry light items.

Occasional evening or weekend work outside of normal business hours may be required.

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

MINIMUM QUALIFICATIONS

Experience: Six (6) years of professional experience in information technology directly related to IT project planning and management, network/computer systems architecture, information systems management and operational support of IT resources.

Education: Graduation from an accredited college or university with a Bachelor’s degree in Computer Science or other related fields such as Information Technology, Management Information Systems, Computer System Networking and Telecommunications, or Technology Management.

Equivalency: An equivalent combination of education and experience may be substituted.
