The IT Team of the Forest Practices Division is seeking a programmer/analyst who will use their programming skills to create software tools for DNR staff to use to get their jobs done more efficiently and for landowners to easily interact with state government in order to meet their needs. The Forest Practices Program guides management of timber harvest and other forest practices on about 12 million acres of private and state forests within Washington.

DNR Forest Practices Program field staff are responsible for reviewing proposed forest practices activities so they need accurate data to help them make decisions and easy to use tools to document and communicate those decisions. The landowners of Washington State who wish to conduct forest practices activities also need tools to efficiently document their proposed activities. Working with DNR staff, stakeholders and landowners, this position helps to create those tools. This position also uses their knowledge of scripting to answer complex questions regarding proposed Forest Practices rule changes or changes in law.

QUALIFICATIONS:

Required Qualifications:
  • A Bachelor of Science degree in Computer Science, information systems or related field. May substitute seven years of experience creating custom software applications using industry standard principles and best practices for education.
  • Four years of experience building custom applications with ArcGIS, ArcGIS Server, Geo-processing, and ArcSDE using at least one programming language such as Python, C#, JavaScript, etc.
  • Four years of experience working with an RDMS such as Oracle, SQL, Postgres, etc.

  • Requires minimal amount of travel from Olympia to one of the six regions of the state or to meeting locations within Olympia or adjacent cities/towns. Overnight travel is required in this position when visiting some region offices and field due to long travel distances.
  • Employees of the Department of Natural Resources (DNR) are required to be fully vaccinated against COVID-19 as a condition of employment. This position is based in an office/fieldwork setting and requires in-person attendance/interactions with no option for full-time telework. Desired Qualifications:
  • Applied knowledge of ESRI mobile data collection platforms: Collector, Survey123, ArcPad, etc.
  • Four years of experience in the use of ESRI ArcGIS Desktop software.
  • Applied knowledge of ESRI web platforms: AGOL, Server, Portal, AppBuilder, JavaScript API, Story Maps, etc.
