The Oregon Health Authority has a fantastic opportunity for a Senior Systems Analyst to join an excellent team and work to advance their IT operations.

The work of this role may be conducted remotely with full access to the needed operating systems and technology.

This is a full-time permanent opportunity for anyone apply. This position is an exempt classified position represented by a union.

This position falls under the Information Systems Specialist 8 classification.

What you will do!

As a Senior Systems Analyst, you will provide expertise and leadership to analyze, plan, develop, integrate, implement, and coordinate the operations, maintenance, installation, and construction of information systems.

In this role, your primary focus will be on analysis, support and operations of system interfaces and data for the ONE System.

    What we are looking for:

    Minimum Requirements:

    (a) Seven (7) years of information systems experience in: Complex IT system infrastructure spanning multiple environments and agencies.

    OR

    (b) An Associate's degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND 5 years of information systems experience.

    OR

    (c) A Bachelor's degree in Information Technology, Computer Science, or related field AND three (3) years of information systems experience

    OR

    (d) Master's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience

    Preferred Skills:

    • Experience with data exchange methods, tools and technologies including SOAP, web services, XML, WDSL, API and batch.
    • Hands-on experience with SQL Server and other RDBMS products.
    • Experience with reviewing and optimizing SQL programming, C# code or equivalent languages.
    • Experience with EDI, system interface and data exchange tools and methodologies.
    • Familiarity with enterprise master data concepts and models
    • Familiarity with State eligibility systems such as Magi, Non-Magi and Affordable Care Act (ACA) Systems.
    • Project Management experience in an IT environment.
    • Ability to establish control and security measures.
    • Experience reviewing and revising agreements and contracts.
    • Ability to provide information, advice, training and assistance to professional and technical staff.
    • Knowledge of Systems Architecture.
    • Experience administering and managing comprehensive, multi-system projects including directing and motivating internal staff, contractors and other participants.
    • Experience in promoting a culturally competent and diverse work environment.
    • Project administration methods, principles, techniques, and practices.
    • Trends, technological changes, and developments in IS.
    • Operations and business of the organization.
    • Information systems architecture.
    • Methods and procedures for designing, developing, monitoring and maintaining databases.
    • Tools for constructing database structures.
    • Automation products that support a variety of data management environments.
    • Enterprise systems administration coordination, configuration, and change management processes and procedures
    • Business systems and organizational structures.
    • Contracting for IS services, including negotiation and performance monitoring.
