The Regional Transportation Authority (RTA), located in downtown Chicago, is currently accepting applications to fill the Chief Information Officer position. The RTA oversees financing, secures funding, and conducts transit planning for the Chicago Transit Authority (CTA), Metra, and Pace. The RTA manages these three Service Boards’ five-year capital programs. Also, to help riders with disabilities and older adults across Cook, DuPage, Kane, Lake, McHenry, and Will counties, the agency issues Reduced Fare and Ride Free permits, assesses eligibility for ADA Paratransit service, and oversees specialized travel training. Under the direction of the Chief Financial Officer, the incumbent is responsible for the computer systems, networks, applications (on-prem & cloud), security, and information assets of the RTA to support the goals and objectives of the organization. The CIO plays a key role in driving change in the agency through advanced technology initiatives.

Responsibilities include but are not limited to:

  1. -Plans, designs, develops, and implements all technology services for the RTA. Develops and implements system standards, short and long-range plans and strategies, and effectively integrates information management resources and work program to achieve the RTA’s objectives. Prioritizes agency-wide technology needs.
  2. -Designs, maintains, and implements the IT strategic plan to ensure the computer and communication capabilities are responsive to the needs of the RTA's growth and changing corporate objectives.
  3. -Acts as a liaison with management on IT and security matters to answer questions, evaluate needs, monitor service, encourage education and understanding, and ensure smooth conversions from existing computer systems to improved ones in support of business goals and objectives.
  4. -Oversees the cyber and information security program utilizing in-house resources in addition to consultants
  5. -Works with agency departments on data security to ensure the appropriate levels of access are maintained
  6. -Manages the operational aspects of the cybersecurity program ensuring the agency has the tools, information, and personnel to manage threats and incidents.
  7. -Acts in conjunction with the General Counsel and legal team regarding cyber threats, incident response, and cyber insurance needs of the agency.
  8. Manages or oversees the agency-wide security awareness training initiative.
  9. -Develop and oversee the IT budget, working closely with the budget team on financial matters.
  10. -Develops and tracks project budgets, scope, and performance measures; selects and manages consultants and contracts; facilitates meetings; reviews and reports on progress and deliverables; and corresponds with partnering agencies.
  11. Provides oversight of all project management activities assigned to staff.
  12. -Develops and maintains a standardized operating environment for data, hardware, software, networks, communication, documentation, and project management methodology.
  13. -Prepares Board memoranda and official RTA correspondence, and presents before management, Board, and other external agencies.
  14. -Works closely with the RTA’s Director of Communications to publish critical and pertinent information regarding IT initiatives.
  15. -Manages staff.

Knowledge, skills and abilities equivalent to a bachelor’s degree in Computer Science, or a related field, or equivalent work experience. A Master’s degree in Computer Science or Information Systems or MBA/MPA with relevant IT experience is highly desirable.

At least 10 years of progressive experience in managing functions and departments dealing with IT workflow and systems. Five or more years of direct management of a major IT operation is preferred. Experience in IT planning to support strategic business goals is essential; in addition, some experience with risk management is essential. A comprehensive knowledge of information systems technology subjects and some knowledge of information security, and integrated communications systems is required. Must have the ability to remain current with new technologies. Specific experience with project management, financial management is desirable. A comprehensive knowledge of systems design and development process, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation, and operational management. Excellent interpersonal, written, and verbal communication, management and leadership skills are essential.

The physical demands and work environment are characteristic of a normal office environment except when working in the server computer room which is cooler than a normal office.

Salary Mid-Point: $174,789.30

Salary Range: $139,832.70 to $209,749.05

Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. RTA provides full pay ranges so candidates can consider their growth potential.
