*This position may report to one of the Pennsylvania Turnpike Commission's offices: Central Office Building (Middletown), Eastern Regional Office (King of Prussia) or Western Regional Office (New Stanton).

Job Purpose and Summary

This position is responsible for overseeing and managing the advanced technical design, development, administration, documentation and support work for the enterprise business systems/solutions for the Pennsylvania Turnpike Commission (PTC). Work involves understanding the business needs of the PTC, making recommendations to support those needs, and coordinating the work of the technical teams. Work is performed with considerable independence and reviewed by a professional superior for program effectiveness and overall customer satisfaction. Supervision is exercised over internal subordinate supervisors and external technical staff.

Essential Functions & Responsibilities

  • Manages, plans and organizes the performance of the Enterprise Development, System Integration and System Administration work units including supervision, performance management, delegation of work assignments and review of work product.
  • Responsible for all facets of enterprise systems/software including integration layer component systems/solutions and mobile applications. Oversees the installation, updates, configuration, integration, system administration and tuning.
  • Develops and manages application designs and standards for the enterprise business solutions. Ensures technical fit with the business architecture design and recommends changes to enhance performance and reliability.
  • Responsible for the technical team’s projects and deliverables. Ensures that work efforts address the PTC’s needs, fit within the overall capacity and budget, are completed timely and that users are satisfied.
  • Develops strategies and ensures the appropriate coordination of teams to provide innovative solutions as they fit into the strategic enterprise technology plan.
  • Manages operational relationships with executive management and enterprise solution business process users/owners to ensure the efficiency and effectiveness of support provided. Communicates project progress, exceptions and issues with senior management.
  • Develops, implements and manages the unit’s strategic, tactical and operational plans including short and long-range goals.
  • Develops, recommends, interprets and ensures compliance with policies and procedures.
  • Represents the PTC and/or participates in various internal and/or external meetings, forums, committees and advisory panels.
  • Researches and maintains an awareness of industry trends, emerging technologies and changes in legislation, contracts, regulations, business operating procedures and/or systems that may impact business. Determines the changes that may be necessary to incorporate within the enterprise business solution/systems.
  • Works cooperatively and jointly to provide quality customer service. Acts as a customer service representative with users to provide technical advice and assistance.
  • Utilizes software and/or technology tools to perform job duties.
  • Uses situational awareness to anticipate and prevent accidents.
  • Performs related duties as assigned.

Qualifications

Education and Licenses

  • Bachelor’s degree in information technology or related field. Equivalent combination of education and/or experience may be accepted.

Minimum Experience

  • Eight (8) years of experience in the systems development, systems integration and/or systems administration for an enterprise custom system or enterprise custom objects. Equivalent combination of education and/or experience may be accepted.
  • Five (5) of the years of experience must be in a supervisory capacity.
    • Three (3) years as a supervisor within the IT Department at the PTC may be considered equivalent for the supervisory experience.
