The Department of Natural Resources (DNR), Information Technology Division is recruiting for a Journey level Network Administrator. Our Network Administrators are responsible for analysis, design, implementation, maintenance, and support of communications infrastructure for the Agency’s Headquarters and Work Centers throughout Washington State - which includes copper and fiber wired and wireless networks facilitating data, voice, video and RoIP. The network infrastructure includes, but is not limited to routers, switches, wireless access points, firewalls, and other network traffic engineering systems as well as servers and software which provide core network services and functionality.

The Network Administrator position works within the Operations Unit of ITD. This position provides expert level architecture design and support for network connectivity, and specialized analysis, design, development, acquisition, installation, maintenance, configuration, testing, quality assurance, troubleshooting, and problem resolution tasks for the DNR network systems for the entire agency statewide. Acts as an expert level technician and consultant for Wide Area Network(WAN) and Local Area Network (LAN) related technology. This position is a primary administrator for all switches, routers, firewalls and similar systems in the department’s network. Independently plans, analyzes, and leads department-wide network projects. Monitors and coordinates the configuration of circuits. Responsible for implementing and maintaining network systems security best practices and standards.

DUTIES:
Responsibilities:
Provide network administration support for the Agency’s enterprise network. Design, quote, purchase, receive, inventory, configure, install, troubleshoot, and upgrade network infrastructure statewide - including but not limited to: switches, routers, wireless network equipment, cabling, and firewalls to provide a secure computing platform for all DNR services, as well as to ensure a highly available agency network. Analyze, troubleshoot, and resolve outages and issues on agency networks. Configure and provide network administration support for 65 agency facilities across the state. Develop design proposals for assigned projects statewide. Design and implement changes (enhancements and fixes) to the network (both strategic and tactical) in accordance with industry best practices and business requirements. Create standards, processes, and procedures for the management and oversight of the agency network that align with industry best practices and state guidelines. Negotiate vendor agreements and purchases of technology goods and services related to the agency’s network. This includes routers, switches, firewalls, data circuits, maintenance agreements, and network hardware and software. Plan for and replace network infrastructure equipment, as part of lifecycle management. Proactively implement network enhancements and fixes to mitigate potential security vulnerabilities. Respond to cybersecurity incidents, including identification, analysis, and remediation of security vulnerabilities. Develop the processes and procedures for network and system monitoring. This includes error handling, response process, and notification methods and strategy, to allow early reporting as well as after events for system and network failures and responses to reduce overall impact to users. Configure monitoring for network equipment, servers, data circuits, and applications to include network monitoring to detect unusual activity or rogue presence on agency networks. Continually monitor the health of all agency networks using network monitoring analysis tools and advanced network administration knowledge, to ensure operational integrity of agency networks and connectivity to provide constant uptime and availability. Provide WAN data circuit support for the agency facilities state wide. Act as a liaison with data circuit vendors to aid in the evaluation of local wired and cellular data communications, architectures, new technologies devices, and protocols.
Research vendors for data circuits.
Negotiate contracts with vendors.
Configure network equipment to meet DNR and circuit vendor standards and specifications.
Coordinate and acquire point to point and multipoint network services.
Coordinate with WaTech to procure use of their enterprise network services.
Upgrade data circuits to meet customers changing business requirements.

QUALIFICATIONS:
Required Qualifications:
Bachelor of Science degree in computer science, information systems, or closely related field or a combination of education and/or experience equivalent.
Experience in the below areas can be concurrent.
Five (5) years of experience with enterprise WAN/LAN Network administration. Must have had experience with installing, implementation, troubleshooting, configuring and upgrading networks to include:
Cisco Switches and Routers
Radius/TACACS+
VOIP telephony services o Network protocols such as Enhanced Interior Gateway Routing Protocol (EIGRP), Border Gateway Protocol (BGP), and Multi-Protocol Label Switching.
QOS implementations
Multicast routing o 802.11 protocols and standards
Four (4) years of experience with enterprise Network documentation and planning. Must have had experience developing, researching and building network documentation to include:
Network improvement recommendations
Network and cabling diagrams
Configuration management
Procedures and processes
Security standards patching and update schedules
Four (4) years of experience with enterprise network Firewalls and planning. Must have had experience with installing, implementation, troubleshooting, configuring and upgrading Network Firewalls to include:
Policy and exception creation
Blocking of applications, protocols, IPs and ports
Dynamic web filtering Log review and mitigation
Intrusion detection and mitigation
Two (2) years of experience with Datacenter management. Must have had experience with installing and configuring hardware, cabling, and datacenter best practices
Three (3) years of experience with Network and System monitoring, with tools such as Solar winds, including the following:
Network node creation and modeling
System installation and configuration
IPAM management
Application modeling

Three (3) years of experience with data circuit vendor relation management. Must have had experience researching, comparing and negotiating with data circuit vendors CCNA, CCNP, CCENT/CCT, CCDP, CCDA, CCDE, CCIE, CCAR, Security+ and Network+ certifications IP addressing schemes (IPv4 and IPv6)
