The RAND Corporation has an exciting opportunity for a motivated business systems professional to join the team that supports the production and outreach systems for RAND’s Office of External Affairs (OEA). OEA supports RAND’s mission through strengthening awareness, understanding, and appreciation of RAND’s work and people and is responsible for RAND’s public affairs, website and social media presence, and an extensive digital and print publishing program. The Supervisor, OEA Technology & Systems contributes to the advancement of RAND’s print, digital, distribution, and outreach goals in a data-driven environment. Reporting to the Senior Manager, OEA Operations and working closely with users, functional managers, and IT partners, this position supports routine operations, oversees governance and related documentation, conducts business analysis, documents systems requirements and specifications, and develops and executes project plans to identify and drive continuous improvement projects that enhance OEA processes and systems functionality. This is a role for a collaborative problem-solver who is willing to learn about end-to-end publications and digital communication production processes, build partnerships, and translate complex business needs to help ensure OEA’s production systems and services function efficiently across teams, remain in-step with business objectives and industry best practices, and comport with wider RAND IT considerations and enterprise solutions.
Responsibilities include evaluating and documenting OEA production systems’ workflows and requirements, incorporating project management methodologies to drive continuous improvement efforts, working with IT to orchestrate rollouts of mission-critical desktop publishing software within OEA, and supporting training efforts on key systems. In addition, the Supervisor, OEA Technology & Systems will
- lead midsize technology project implementations and enhancements, including creating and executing project plans with a focus on milestones and leading meetings to keep plans on track
- oversee and closely manage the department’s technology needs with vendors and internal partners
- provide OEA team leads with best practice guidelines and analysis of our technology portfolio and related enterprise collaboration tools and provide the hands-on support required for OEA to operate efficiently, tackle issues, and address risks
- supervise OEA’s dedicated systems administrator and play a supporting role in systems testing and related systems development work in close coordination with an application development team from IT.
Experience
- A minimum of 6 years' experience in technically focused support of custom and off-the-shelf software systems, preferably in business analysis, project management, product management, application support, or application development roles.
- At least 3 years of previous leadership experience, which can include direct supervision, coaching/mentoring, and project team leadership experience.
- Extensive knowledge of industry-related software, including Adobe Creative Cloud, publishing and content-management applications, such as Adobe Experience Manager and Workfront, and print and digital publishing best practices.
- Previous project management experience with a solid foundation in project management principles and best practices.
- Ability to quickly master new applications and software.
- Ability to clearly explain technical concepts to non-technical colleagues and present well-informed recommendations to business leaders.
- Ability to cultivate strong partnerships and build consensus.
- Experience with gathering requirements and detailing specifications.
- Experience with creating technical documentation.
- A genuine interest in understanding business drivers and leveraging technology to advance business goals.
Education
BS/BA in Computer Science or related field is required.

Santa Monica, Washington, D.C., Pittsburgh, or Boston (relocation assistance available)
Security Clearance
The successful candidate must be able to obtain and maintain a U.S. government security clearance. U.S. citizenship is required to obtain a security clearance.
