The Department of Natural Resources (DNR), Information Technology Division is recruiting for a Journey level Network Administrator. Network Administrator is responsible for analysis, design, implementation, maintenance, and support of communications infrastructure for the Agency’s Headquarters and Work Centers throughout Washington State - which includes copper and fiber wired and wireless networks facilitating data, voice, and video. The network infrastructure includes, but is not limited to routers, switches, access points, firewalls, and other network traffic engineering equipment as well as servers and software which provide core network services and functionality.

The Network Administrator works as a network administrator within the Infrastructure and Operations Unit of ITD. Provides expert level architecture design and support for WAN/LAN connectivity, and specialized analysis, design, development, acquisition, installation, maintenance, configuration, testing, quality assurance, troubleshooting, and problem resolution tasks for the DNR network systems for the entire agency statewide. Acts as an expert level technician and consultant for Wide Area Network (WAN) and Local Area Network (LAN) related technology. This position is a primary administrator for all Switches, Routers, Internet Filters, WAN optimization and similar appliances in the department’s network. Independently plans, analyzes, and leads department-wide WAN projects. Monitors and coordinates the configuration of circuits. Administers plans, configures, installs, and maintains components of the Local Area Network. Responsible for implementing security standards.

DUTIES:

Responsibilities:
Provide network administration support for the Agency’s enterprise network.
Install, implement, troubleshoot, configure and upgrade statewide physical network infrastructure, including switches, routers, wireless protocols/security, cabling, and firewalls to provide a secure computing platform for all IT services, as well as to ensure a highly available Agency network.

Analyze, troubleshoot, and resolve network outages and issues across the Agency.

Configure and provide administration support for enterprise Agency-wide routers and switches at 45 agency sites across the state.

Configure and provide administration support for enterprise Agency-wide VPN hardware at10 agency sites across the state.

Configure and provide administration support for Agency firewall.

Develop design proposals, implement and manage voice and data circuit installations for assigned projects statewide.

Design and implement changes (enhancements and fixes) to the network (both strategic and tactical) in accordance with industry best practices and business requirements.

Create standards, processes, and procedures for the management and oversight of the agency local and wide area networks. This includes network connectivity, voice and data circuit installation, telephony services, and other significant computing resources such as internet filtering and logging appliances used for security.

Negotiate vendor agreements and purchases of technology goods and services related to the Agency’s network. This includes routers, switches, firewalls, data circuits, VPN hardware, maintenance agreements, and network management software.

Plan for and replace network infrastructure equipment, as part of lifecycle management.

Respond to cybersecurity incidents impacting the network, including identification, analysis, and remediation of security vulnerabilities.

Proactively implement network enhancements and fixes to mitigate potential security vulnerabilities.

Monitor the health of all Agency networks using appropriate technology monitoring tools and systems.

Use network monitoring and analysis tools, as well as advanced network administration knowledge, to ensure operational integrity of Agency networks and connectivity to provide constant uptime and availability.

Research, design, and negotiate purchase of monitoring system

Configure monitoring for network equipment, servers, data circuits, and applications.

Negotiate annual monitoring system contracts with vendor

Develop the processes and procedures for network and system monitoring. This includes error handling, response process, and notification methods and strategy, to allow early reporting as well as after events for system and network failures and responses to reduce overall impact to users

Implement network monitoring to detect usual and unusual activity or rogue presence on Agency networks.

Provide Wide Area Network (WAN) data circuit support for the Agency facilities statewide.

Administer and support WAN connections as allocated.

Act as a liaison with telecommunication vendors to aid in the evaluation of local wired and cellular data communications, architectures, new technologies devices, and protocols.

Research vendors for data circuits

Negotiate contracts with vendors

Configure WAN equipment to meet DNR and circuit vendor standards and specifications

Coordinate and acquire Internet service.

Coordinate with WaTech to procure use of their enterprise services.

Upgrade data circuits to meet customers changing business requirements.

QUALIFICATIONS:

Required Qualifications:
Bachelor of Science degree in computer science, information systems, or closely related field.

Five (5) years of experience with enterprise WAN/LAN Network administration. Must have had experience with installing, implementation, troubleshooting, configuring and upgrading networks to include:

Switches and Routers

VOIP telephony services

WAN Routers

QOS and multicast

Wireless protocols and security

ISOI/IEC 27033

Cabling (Fiber, UTP, STP, etc.)

Four (4) years of experience with enterprise Network documentation and planning. Must have had experience developing, researching and building network documentation to include:

Network improvement recommendations

Network and cabling diagrams

Configuration management

Procedures and processes

Security standards

Patching and update schedule

Four (4) years of experience with enterprise network Firewalls and planning. Must have had experience with installing, implementation, troubleshooting, configuring and upgrading Network Firewalls to include:

Policy and exception creation

Block of applications, protocols, IPs and ports

Web filtering of websites

Log management

Intrusion detection and mitigation

Two (2) years of experience with Datacenter planning and management. Must have had experience with installing and configuring hardware, cabling, and long term planning for a datacenter.

Three (3) years of experience with Network and System monitoring, such as Orion/Solar winds or similar product suites including the following:

Network node creation and modeling

System installation and configuration

IPAM management

Application modeling

Alerting and notifications

Experience in the above areas can be concurrent.

Three (3) years of experience with WAN Vendor relation management. Must have had experience researching, comparing and negotiating with Telecom/WAN vendors.

CCNA, CCNP, CCENT/CCT, CCDP, CCDE, CCIE, CCAR, Security+ and Network+ certifications.
