*This position may report to one of the Pennsylvania Turnpike Commission's offices: Central Office Building (Middletown), Eastern Regional Office (King of Prussia) or Western Regional Office (New Stanton).

Job Purpose and Summary

This position is responsible for planning, directing and mentoring technical staff involved with developing, implementing, monitoring and maintaining the Local and Wide Area Network (LAN/WAN) infrastructure, communications systems, server/storage infrastructure and end-user computing devices for the Pennsylvania Turnpike Commission (PTC). Work is performed with considerable independence and reviewed for attainment of program goals and overall customer satisfaction. Supervision is exercised over Information Technology (IT) managers and professional staff.

Essential Functions & Responsibilities

  • Directs, plans and organizes the unit’s development, operations and staff functions including supervision, performance management, delegation of work assignments and review of work product.
  • Develops, executes and manages technology infrastructure projects and project plans and ensures they align with the PTC’s strategic plan and departmental needs. Develops strategic, tactical and operational plans, as well as short- and long-range goals.
  • Provides leadership and direction regarding the development, implementation, maintenance and support of server technologies, communications infrastructure, computer service/technical support, server operations and the data center.
  • Directs the development and implementation of the Next Generation Communications Infrastructure that meets current and future PTC technology requirements as defined in the Priority Programming Plan.
  • Develops and directs the implementation and administration of technical infrastructure standards and procedures.
  • Develops, justifies, tracks and reports on capital and operating budget requirements for the Technology Infrastructure unit.
  • Directs the administration of technical infrastructure professional services contracts and the contract management process.
  • Manages relationships with executive management, internal staff, outside consulting resources and third-party venders to ensure the capability, efficiency and cost-effectiveness of the delivery of computer technology services.
  • Evaluates proposed projects for alignment with the departmental business plan, enterprise architecture framework and the organizational strategic plan.
  • Researches and maintains awareness of business trends and emerging technologies. Makes recommendations to ensure the organization remains current with any systems, programs and/or technology that may be a benefit.
  • Teams closely with other departmental directors and managers to ensure an integrated standardized technology environment is achieved and maintained.
  • Uses situational awareness to anticipate and prevent accidents.
  • Performs related duties as assigned.

Qualifications

Education and Licenses

  • Bachelor’s degree in information technology, business administration or other related field. Equivalent combination of education and/or experience may be accepted.
  • Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Minimum Experience

  • Nine (9) years of experience in the information technology field. Equivalent combination of education and/or experience may be accepted.
  • Six (6) of the years of experience must be in a supervisory capacity.
