COVID-19 Vaccine Requirement for Employees and Students

On August 10, the Ventura County Community College District Board of Trustees unanimously approved the policy COVID-19 Vaccine Requirement for Employees and Students. The policy requires that everyone who accesses in-person, on-site campus/District programs, or who participates in off-site District/college services in person will be required to be vaccinated against COVID-19. WHAT YOU'LL DO

Under the general direction of the Associate Vice Chancellor of Information Technology, provide leadership, consultation, and strategic direction for district information technology activities with regard to the planning, analysis, design, development, installation, integration, and maintenance of software applications and online systems.

The current vacancy is a full-time position (12 mos/year, 40 hrs/week) located at the District Administrative Center.

The District Administrative Center, centrally located in Camarillo, oversees administrative functions, and provides leadership and services to the District's three colleges.

This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, temporary and regular vacancies for the duration of the list, not to exceed one year.

Representative Duties

Plan, organize, and coordinate district information technology activities and operations with regard to application development and integration. E

Develop and execute goals, objectives, policies, and procedures in the areas of application development and integration which guide and govern practices across all district colleges and locations. E

Consult with management and various committees to facilitate the identification and prioritization of current and future administrative application needs and solutions; analyze technology needs and provide direction for software and systems acquisitions and upgrades. E

Supervise, hire, train, and evaluate information technology department staff engaged in designing, implementing, programming, and maintaining district software applications, including in-house and third-party solutions. E

Ensure compliance with state and federal requirements and standards and coordinate with departments to demonstrate that applicable standards are met. E

Direct the testing, training, and evaluation of district software systems and applications. E

Manage large-scale application software implementation projects, including development, integration, testing, troubleshooting, training, and final user acceptance. E

Oversee the development, maintenance, support, and training for the district and college websites, portal, and mobile app. E

Coordinate and direct the development, implementation, and monitoring of security policies and practices for district applications. E

Chair multiple committees and working groups that provide direction and feedback on critical systems and applications. E

Develop, monitor, and maintain the unit's budget in collaboration with the Associate Vice Chancellor of Information Technology and prepare related reports; budget for ongoing upgrades and support necessary to sustain district needs and future growth. E

Oversee the operation of the district-wide help desk system used to record and assign service calls; provide direction to information technology staff on prioritizing work requests. E

Coordinate activities with software application vendors; assist the purchasing department in the acquisition of information systems software and services. E

Develop, implement, update, and ensure compliance with information technology department program plans and service unit outcomes and prepare related documentation. E

Prepare reports, documentation, and proposals pertaining to district applications and services; recommend and implement improvements to department documentation processes and standards. E

Perform other duties as assigned.

E = Essential duties

Minimum Qualifications

Education: A bachelor's degree from an accredited college or university, preferably with an emphasis in information technology, computer science, or a related field.

Experience: Four years of experience in system design, programming, testing, implementation, and user training including two years of experience supervising software development staff and managing related projects. Additional qualifying experience above and beyond that required may substitute for the required education on a year-for-year basis.

EXAMINATION AND SELECTION PROCESS:

This is an examination open to the public and current district employees seeking a promotional opportunity. To ensure consideration, please submit your application materials by September 1, 2021.The examination process may consist of any of the following components: A) Evaluation of Training and Experience (T&E) = Qualifying (pass/fail) B) Technical Interview = 100% weighting on final score

TRAINING AND EXPERIENCE (T&E) EVALUATION:

Date Range: Thursday, September 2, 2021 - Wednesday, September 8, 2021

A T&E is an assessment by subject matter experts of training and experience, beyond the minimum requirements, that has prepared the candidate for the position as evidenced in the application materials. When completing the application and the supplemental questionnaire (if applicable), outline in detail your education, training (such as classes, seminars, workshops), and experience. Please be sure to answer every component of each supplemental question as your responses will be scored and serve as your score on the training and experience (T&E) evaluation.

The eight (8) candidates with the highest passing scores on the T&E will be invited to the technical interview.

TECHNICAL INTERVIEW DATE RANGE AND LOCATION: Date Range: Thursday, September 16, 2021 - Wednesday, September 22, 2021Location: The Technical Interview will be conducted remotely, using Zoom. In order to participate in the interview, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.

The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

ELIGIBILITY LIST: Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview. PROBATIONARY PERIOD: All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
