ABOUT CJA

The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor’s Office of Criminal Justice. CJA is the City’s main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to over 200,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues and potential reforms to criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities 24 hours a day seven days a week within the 5 boroughs of NYC, employing over 250 employees, citywide.

PROGRAM SUMMARY

We are creating a team of IT professionals with curiosity to learn, strong focus on customer needs and an ability to address current business requirements with an eye toward future possibilities. The C# Programmer/Developer is responsible for development, implementation, maintenance, and support of new and existing software solutions. This position is currently remote, but eventually will be based in our main office in Manhattan, NYC.

PRIMARY RESPONSIBILITIES

IT Skills

  • Understand agile software development and identify ways to improve our design and development processes
  • Create and deploy clean, scalable, and maintainable code
  • Effectively analyze source code to validate business and technical requirements and support application improvements
  • Contribute to implementation efforts (UAT, environment setup, and end user support)

Customer Service and Communication

  • Ability to effectively communicate and partner with business owners to develop specifications
  • Review business requirements and propose technology solutions
  • Support production applications through proactive troubleshooting and timely resolution of issues
  • Appropriately prioritize work and provide status updates to ensure that work completes according to schedule and meets customer expectations

Collaboration and Innovation

  • Work in a collaborative design and development environment
  • Actively provide feedback and formal code review for other developers
  • Self-starter with the ability to think strategically, develop new code and resolve issues anywhere in the stack
  • Adhere to best practices & standards, as well as security and data protection measures

REQUIRED QUALIFICATIONS

Educational and Experience

  • Bachelors in a technology related discipline or equivalent experience.
  • 3+ years of application development experience
  • Agile experience preferred.

IT Technical Skills

  • Experience using code versioning tools such as Git and GitHub.
  • Understanding of Web API services (JSON, REST). Proficient in C#, ASP.NET, .NET Core, EF Core, Visual Studio (Azure DevOps a plus), JSON, XML standards and related technology.
  • MS Dynamics Development/Customization experience desired. Working knowledge of SQL query programming and stored procedures required.
  • Strong problem solving, design, programming, and testing skills as well as a desire to learn new languages and technology.

Communication and Interpersonal

  • Excellent team player with a keen desire to learn.
  • Ability to participate in an on-call rotation.
  • Excellent written communication skills and the ability to translate business requirements into clear technical specifications.

SALARY: $75,000 - $105,000, dependent upon experience

Note: Due to the nationwide pandemic CJA has implemented remote working for most staff until March 2021. While it is uncertain where NYC will be with respect to resuming direct client work at the time of hire, the successful hire must be willing to assume responsibilities that are both remote and on-site; this includes access to your own personal computer, laptop or tablet, and internet, until company devices can be issued.
