POSITION DESCRIPTION

In San Francisco, Information Technology (IT) is making a shift in how we deliver services and utilize data – to focus on clients, our residents, visitors, and the businesses in the city we love. Our first step in transforming the Human Services Agency starts with the hiring of an Information System (IS) Project Director.

This position will report to the IT Director. Under administrative direction, IS Project Director will plan, direct, and coordinate the operations for the maintenance and operations of the agency’s major case management and benefit issuance system, specifically CalWIN; exercise discretion in applying general goal and policy statements and in resolving organizational and service delivery problems; manage projects across sectional lines and/or major development projects; assume supervisory responsibilities, including performance evaluations, training, selection and disciplinary actions.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Manages a team of IT analysts in the development and execution of plans, goals, objectives, strategies, policies, and procedures for the maintenance and operations of the agency’s major case management and benefit issuance system, specifically CalWIN.

2. Leads and oversees automated welfare related IT projects.

3. Monitors, analyzes, and resolves problems with State Automated Welfare systems, specifically CalWIN.

4. Organizes, directs, and supervises the work of subordinate staff.

5. Participates in the development and implementation of goals, objectives, policies, priorities, and procedures for the IT Department.

6. Ensures that activities are completed in a timely and efficient manner consistent with defined policies and regulations.

7. Assumes significant responsibility for the preparation and administration of assigned budget(s).

8. Represents the IT department at various meetings. Collaborates with other analysts for multi-department system projects and system related activities to meet the needs of the department.

9. Coordinates training programs for staff and users; designs, funds, schedules, and arranges for outside trainers.

10. Functions as a liaison to other IT units, business units, departments, counties and/or state level stakeholders on issues related to benefits.

11. Prepares specifications and purchase orders; manages vendor accounts; recommends consulting services as needed; establishes maintenance contracts for equipment.

MINIMUM QUALIFICATIONS
Education:

1. An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND

Experience:
2. Seven (7) years of experience in system administration, information systems development, maintenance and
support, or information technology project management, including two (2) years of supervisory experience.
