IT Vendor Relationship Specialist

The Pennsylvania Turnpike Commission (PTC), America’s first superhighway, is seeking an individual to join our Information Technology team as the IT Vendor Relationship Specialist! Our mission is to operate a safe, reliable, customer-valued toll road system that supports national mobility and commerce. The PTC operates a 552-mile system used by 194 million vehicles a year. The IT Vendor Relationship Specialist coordinates between vendors and Information Technology Department staff to support multiple contracts or complex enterprise agreements for contract management, procurement planning and execution processes. Responsibilities

• Leads and provides guidance to IT departmental staff regarding procurement and contract procedures, documents and processes.

• Explores sourcing options and methods to determine and suggest the most appropriate for the specific IT purchasing need.

• Analyzes and participates in the development of documentation and evaluations for the procurement process (ex: Requests for Proposal (RFP), Invitations for Bid (IFB) and/or purchase orders to ensure accuracy and completeness within Procurement Code guidelines. Incorporates comprehensive metrics into agreements in support of PTC business objectives.

• Establishes and maintains an in-depth knowledge of internal and external procurement principles, methods and contracting processes and provides education to vendors. Monitors departmental procurement and contracting actions to ensure consistency, effectiveness and compliance. Recommends and implements changes.

• Leads and coordinates recurring vendor meetings to ensure vendors are kept informed of developments within the department; such as, organizational strategic direction, changes and challenges that might impact demand for vendors’ products and/or services.

Qualifications

• Bachelor’s degree in information technology, business administration, contracting or related field.

• Five (5) years of IT experience involved with vendor relationship management, contract management or procurement.

Equivalent combination of education and/or experience may be accepted.

Location

The position is located at the PTC’s headquarters in Middletown, PA, right outside of Pennsylvania’s capital city. The Central PA region has plenty to offer from picturesque scenery to premier entertainment, while residents enjoy an affordable cost of living. It is conveniently located within a few hours’ drive of popular metropolitan areas such as Philadelphia, Baltimore, Pittsburgh, Washington D.C. and New York City.

There is a Pennsylvania residency requirement, which must be fulfilled within six months of employment.

Compensation & Benefits

The annual salary range for the IT Vendor Relationship Specialist is $63,445-$95,168. The selected candidate will be offered an exceptional benefits package which includes comprehensive medical, dental, vision and prescription coverage, along with a benefit plan for retirement. Coverage is fully paid by the PTC for employee, spouse and/or eligible dependents.
