The Pennsylvania Turnpike Commission (PTC), America’s first superhighway, is seeking an individual to join our Information Technology team as the Communications Systems Program Manager! Our mission is to operate a safe, reliable, customer-valued toll road system that supports national mobility and commerce. The PTC operates a 552-mile system used by 194 million vehicles a year. The Communications Systems Program Manager is responsible for supervising professional and technical staff in the development, implementation and maintenance of the integrated communication systems infrastructure for the PTC. Responsibilities
- Supervises, plans and organizes communication systems staff, consultants and contractors in providing day-to-day communications services in support of the PTC. Reviews performance, sets goals and objectives, and coordinates appropriate training, education and career development programs.
- Manages services and communications systems, including but not limited to: toll-free, local and long-distance telephone services; unified communications (UC) systems (enterprise call control, voicemail, presence, interactive voice response (IVR), automatic call distribution (ACD), teletypewriter (TTY) and call recording); optical and internet protocol (IP) networking (LAN, WAN & data center); intelligent transportation system (ITS) and connected and autonomous vehicles (CAVs) connectivity (fiber, wireless, cellular , etc.); internet and cloud connectivity; wireless/wi-fi networks; microwave wireless transmission equipment and supporting services; land mobile radio (LMR) systems (mobile, portable, consoles, push to talk (PTT) over cellular and radio integration with intercom and telephony systems); radio frequency (RF) spectrum (licensing and management); intercom systems; and information technology (IT) cabling systems (roadway, site and tower).
- Manages the development and implementation of the next-generation communications infrastructure. Liaisons across all functional departments and user groups to assure the current and future technology requirements for internal/external customers and the PTC are met by the integrated communications infrastructure environment.
- Oversees communications systems design and performance criteria. Ensures adherence to applicable federal, state, local and industry codes, regulations and standards relating to acceptable performance and safety. Ensures compliance with Federal Communications Commission (FCC) and Public Utility Commission (PUC) regulations, as well as PTC policies and procedures.
Qualifications
Bachelor’s degree in computer science, electrical engineering or related communications field
Seven (7) years of experience in the communications systems field
Four (4) of the years of experience must include supervisory experience in communication system operations
Location
The position is located at the PTC’s headquarters in Middletown, PA, right outside of Pennsylvania’s capital city. The Central PA region has plenty to offer from picturesque scenery to premier entertainment, while residents enjoy an affordable cost of living. It is conveniently located within a few hours’ drive of popular metropolitan areas such as Baltimore, Pittsburgh, Washington D.C. and New York City.
There is a Pennsylvania residency requirement, which must be fulfilled within six months of employment.
Compensation & Benefits
The annual salary range for the Server & Storage Architecture Supervisor is $79,740-$119,611. The selected candidate will be offered an exceptional benefits package which includes comprehensive medical, dental, vision and prescription coverage, along with a defined benefit plan for retirement. Coverage is fully paid by the PTC for employee, spouse and/or eligible dependents. In addition, leave programs, tuition reimbursement, employee assistance program, and alternative work schedules are available to employees.
