Summary: The Chief Information Officer (CIO) is the principal strategist and visionary of IT planning, implementation, operation, and improvement. This position will regularly collaborate with executives and staff to create capabilities that support the mission of the organization both internally and externally. The CIO will ensure data security without compromising access, data integrity, and compliance with HIPAA guidelines.
Major Projects
- Lead effort to migrate from the existing Visual FoxPro databases to SQL databases
- Develop new institutional reporting, analysis and decision support for the management, executive team and the Board of Directors
Essential Duties and Responsibilities:
- Evaluate and reshape the structure of the IT department to improve efficiency, better leverage resources, and ensure consistent communication across the organization
- Ensure that the IT infrastructure is able to respond to evolving priorities while ensuring basic business operations are running effectively
- Advance new initiatives and technologies that directly support the success of internal and external stakeholders
- Ensure external users have secure and reliable access to their information and have IT support readily available to address their needs and concerns
- Manage the day-to-day operations of the IT department including supporting administrative computing, networking, user services, telecommunications and all other information technology functions
- Foster a culture of service, excellence, and shared purpose
- Facilitate frequent and inclusive communication and provide opportunities for collaboration
- Ensure the safety and integrity of organizational data protected by privacy laws, including HIPAA
- Develop a strategy to enhance data quality, tracking, analytics and reporting capability
- Engage in and encourage staff to participate in professional development and continuing education to staff at the forefront of changing technologies
- Lead complex cross-functional projects involving internal and external stakeholders
- Establish and direct the strategic and tactical goals, policies, and procedures for the IT department
- Leverage technology to reduce paper usage, drive business operations, and improve efficiency
- Develop, review, and certify all back-up and disaster recovery procedures and plans
- Manage hardware and software vendor relationships, including contract negotiations, vendor review, and communication
- Assess technology projects and direct action plan and project resourcing
- Lead evaluation and implementation of new technologies to keep the IT platform relevant
- Support emerging organizational needs and provide strategic and operational support with accurate and timely information
Skills and Experience:
- Strong oral and written communication skills, ability to effectively communicate across levels of the organization and with external stakeholders
- Information security/cyber security
- Previous experience in leading at a C-Level preferred
- Current experience developing with Microsoft technologies (.NET, SQL server, windows server)
- Experience with the latest web technologies (ASP.NET, VB.NET, C#, MVC, WebForms, jQuery, HTML5, responsive design, mobile technologies, web services)
- Experience using agile software development methodology such as Scrum
- Knowledge of FoxPro database and application development preferred
- Network experience including security, firewalls, VPN and wireless
Educational Requirements:
- Bachelor’s degree in Information Technology, Management Information Systems (MIS), Computer Information Systems (CIS), IT Management and Project Management, or related field
- Master’s degree in business or information systems required

- Salary commensurate with experience
