The Office of the Chief Electoral Officer, Information Technology Division, is seeking a creative leader with strong digital product delivery, project and relationship management experience and skills to lead the implementation, growth and management of an executive decision support system. The primary focus of this role is to fully own the Command Center’s digital dashboard, system platform and processes, that will be used in the upcoming 2018 provincial election.

The Senior Product Manager focuses on three stages of the product lifecycle – design, development and success. The Product Manager’s primary responsibilities include managing business expectations, identifying and acting on product strategies, and developing and implementing internal strategies to promote data driven collaboration, trend analysis innovation, and digital communication at the senior leadership level.


The Senior Product Manager will:
* Collaborate and lead digital design and development teams including but not limited to project coordinators, front-end developers, back-end developers, data visualization analysts, data architects and data integration professionals;
* Report on product development progress and performance, and provide relevant analysis supporting the tracking, resolution, and/or management of issues, actions and risks throughout the product lifecycle;
* Ensure that business directions and operational needs and requirements of the initiative are being met through adopting appropriate product delivery methodologies and quality assurance measures;
* Analyse and evaluate key business, financial and technical impacts of the project to other divisions and assess long term implications of recommendations and evaluate alternatives. Research like products used in other jurisdictions, and potential integration of new third-party and internal tools and services into solution platforms and/or processes;
* Facilitate and participate in the development of product strategy and product roadmap initiatives with strong attention to data consumption, organization success measurement, reporting and analysis;
* Ensure alignment to corporate IT Strategy, fostering creative and collaborate digital product design culture and adoption of rapid agile development methodologies;
* Coordinate with a diverse group of stakeholders and provide regular communication product changes and coordinate training to appropriate resources; and
* Manage internal stakeholders to prioritize and facilitate the implementation of the product strategy, including providing leadership to multiple cross-functional small and/or major tasks related to the corporate digital product.

Qualifications:
* Demonstrated strong product planning, project management and deliverable management skills, and experience independently managing projects and products involving multiple stakeholders, overcoming obstacles to execute with creativity and excellence;
* Exceptional writing skills for clear and concise product user stories, acceptance criteria and product development and training documentation;
* Technical skills to rapidly translate business needs into product feature specifications that software engineering teams and product stakeholders can understand;
* Experience managing test automation, high availability digital applications and production monitoring;
* Familiarity with multi-tier system architectures, APIs and Web services and experience in developing/managing products with .NET, PHP and/or Ruby on Rails, with either SQL Server or Oracle is preferred;
* Extensive knowledge of agile product development methodologies and experience working alongside and leading software engineers and product delivery teams;
* Experience with decision support systems, business intelligence, data visualization, data transformation solutions and enterprise-level database technologies and software concepts;
* Self-starter and team motivator with proven organizational and collaboration skills;
* High level of quantitative and qualitative analysis skills;
* Ability to impact, influence and interact with various levels within a corporate environment;
* Strong leadership, effective relationship building, negotiation and influencing skills;
* Strong sense of ownership, positive attitude, drive and enthusiasm;
* Demonstrated capability for decision making, sound judgment, and assertiveness;
* Ability to work independently in a fast paced environment, with little direct supervision;
* Degree in Business, Engineering or related field and/or equivalent combination of education and work experience in product development and management;
* Demonstrated experience in a similar role with experience as a Product Owner, Product Manager, Scrum Master and/or Digital Development lead;
* Demonstrated experience in a people management role; and
* Familiarity with election management system and decision support system.
