OVERVIEW
The Information Technology Office is responsible for assisting the courts in achieving the Judicial Council's technology objectives. The office is directly responsible for the development, acquisition, implementation and support of automated systems in the appellate courts, trial courts and the Judicial Council.  This position will provide management, supervision, and guidance to the network, infrastructure and information security units of the Information Technology Office.

This position manages the judicial branch telecommunication program, which is responsible for establishing and maintaining LAN/WAN standardization at courts throughout the state of California, performing annual hardware refresh initiatives, and providing security monitoring functions.  Additionally, this position serves as the primary information security resource for the Judicial Council, maintains the organization’s information systems security framework and other related documentation, and provides strategic direction in the creation and enforcement of information security policies.  Also, this position manages subordinate units that are responsible for providing network operational support for the Judicial Council, and program and product management oversight for core infrastructure technology including identity management, directory services, DNS, VPN, email, enterprise managed file transfer, and partner connectivity.

RESPONSIBILITIES
• Direct the day-to-day operations of the network, infrastructure and information security services and processes that has critical impact to the Judicial Council of California. 
• Manage the delivery of technology support services to the trial courts, Courts of Appeal, Supreme Court, and the Judicial Council of California.
• Manage the California Courts Technology Center (CCTC) network infrastructure program and ensure that it follows the network infrastructure standards and information security policies.
• Provide strategic direction in the creation and enforcement of information security policies. 
• Ensure that business operations comply with standards and procedures.
• Develop and implement unit goals, objectives, policies, priorities, and procedures for assigned programs.
• Provide vendor management of outsourced managed service providers.
• Manage information technology service support and delivery functions for the organization.
• Oversee IT service continuity management functions, to include the implementation of measures to ensure that IT services can be promptly restored after any disasters.
• Provide managerial oversight to the network infrastructure and security service unit.
• Oversee the development and implementation of policies, goals, objectives, procedures, and work standards.
• Execute the assignments of executive staff and the Judicial Council of California.
• Provide input to tactical, strategic, and long-range planning efforts.
• Prepare and administer the annual budget for the network infrastructure and security service unit. 
• Monitor and approve expenditures.
• Administer and oversee contracts and procurement activities.
• Determine and improve customer satisfaction levels as necessary.

QUALIFICATIONS
Minimum Qualifications
Bachelor’s degree, and five (5) years of professional-level analytical or managerial experience in network and information security functions at an enterprise level, including, but not limited to, program analysis, development, implementation, research, and advising, including at least two (2) years of supervisory experience.  

Additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Two years in an exempt-level supervisor classification with the Judicial Council of California, or two years of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level supervisor classification in a California state government entity, and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.

Desired Qualifications
• IT program management experience.
• Experience in the development, oversight and execution of budgets for complex IT programs in the $1.0 - $5.0 million/year range or above.
• Experience with service implementation and outsourcing.
• Experience with the development Request for Proposals (RFPs); vendor selection and negotiations; the development of Statement of Work (SOW) documents, Work Orders, and other contract documents; and ongoing vendor management.
• Experience in the selection, training, and mentoring of technical staff.
• Sound research and analysis skills.
• Excellent written and oral communications skills including the ability to present complex technical subjects effectively to all levels of staff, as well as to executives and judges.
• Experience working with NIST 800-53, FIPS, and/or PCI standards.
• Understanding of ITIL and information technology service management practices.
